The compact ceremony opened at six on the evening of September fourth in the Long Hall, with the Bend delegation seated on Reyes's right at the head of the long table and the two observer delegations — Flagstaff and Spokane, three people each, arrived that morning by separate overland routes — seated at the small chairs that had been brought down from the school annex and arranged at the south wall.

The hall — Reyes filed, in the small even way she had been filing the hall's capacity since the first compact session in May — was full to the doors. By Connie's small count from the back, perhaps five hundred and thirty settlement members had come for the ceremony, and another thirty stood at the open south door because the hall didn't, by the small careful arithmetic of its converted-barn dimensions, hold more.

The September evening was warm and dry. The small kerosene lamps along the south wall threw the small even circles of yellow on the wood. The wood-fired stove at the back was unlit. The settlement's seven-piece string-and-fiddle ensemble — formed in the summer, by Carolina Younger and a viola player from the new Pendleton settlement who had walked over for the wedding in May and stayed — had played a small set of three pieces on the porch as the delegations arrived, and had now retired to the kitchen for the small interval before the meal.

Reyes drew a breath.

She said:

"Compact ceremony, Haven and Bend, with Flagstaff and Spokane in observer status. September fourth, 2047."

The hall went still in the small even way the hall had been going still for three years' worth of council openings, which was the still of a settlement that had — by the small careful work of three years — learned that the hush at the head of the council was the small civic discipline of a free people listening to itself.

Reyes laid the compact on the table.

The compact was — by the small specific labor of three weeks' drafting in late May and June by Lara Nicoleva and Lin Hendricks and Luis Reyes-Salinas and Aña Marquez — a single sheet of heavy bond, fifteen-by-twenty-two inches, written in Lara's small careful hand on the rectangle the council had specified, with the four small signature blocks at the bottom edge.

The first block was Haven.

The second block was Bend.

The third and fourth — by Reyes's small standing instruction at the August session — had been left blank, in the small specific anticipation that any settlement that signed the compact at any future ceremony would have, by the small architecture of the rectangle, room to add itself to the page.

She read the compact aloud.

She read it in the small even reading voice she had been reading council documents in since 2044. She read the small careful preamble: we, the founding members of the Haven settlement, and we, the founding members of the Bend settlement, in mutual recognition of our common interest in the small specific work of the new settlements — and she read the four small substantive paragraphs: paper-redundancy as shared law in both settlements; the Watch as shared protocol, with a chair in each settlement, with quarterly meetings of the chairs, with shared catalog conventions; quarterly council exchanges to maintain the small careful inter-settlement patience; mutual aid in the event of escalation.

She read the small closing line.

The small closing line read: we sign this compact as a small civic act, and we offer the same compact to any settlement that wishes, at any future moment, to join.

She set the compact down.

She picked up the pen.

The pen — by the small specific arrangement of the ceremony — was the same Pelikan Lin had been using for the green-linen notebook, lent for the ceremony at Lin's small private offer. Reyes had her own pen. Reyes had used her own pen at every council meeting in three years. She had — at the small private breakfast meeting on the morning of the ceremony — accepted Lin's offer, and Lin had taken the pen out of the canvas pouch and laid it on Reyes's small kitchen table, and Reyes had picked it up.

Reyes signed.

She signed in the small even way she had been signing settlement documents for three years, which was the small specific signature she had been refining since the first records-officer training session in 2044 with Lara — the small steady Carolina Reyes in her small careful hand, with the small clean underscore beneath the surname, dated 4 September 2047.

She set the pen down on the compact.

She slid the compact across the table to Neela.

Neela picked up the pen.

Neela signed.

She signed in the small careful magistrate's hand of a former federal judge, which Reyes — sitting at her chair, watching — found in the small even way she had been finding things this year, which was full of meaning. Neela's signature was the small clean Neela Vasari she had been signing for thirty years of judicial work, dated, beneath Reyes's, 4 September 2047.

Neela set the pen down on the compact.

She looked up.

She looked at Reyes.

"Two signatures."

"Two signatures," Reyes said.

The hall — by the small specific civic instinct of a settlement that had been waiting — didn't yet applaud. The hall waited. The hall had been told, at the small public bulletin on Wednesday, that the ceremony would have two signatures and possibly more, and the hall — by the small careful patience the founders had been teaching it for three years — was going to wait for the ceremony to be done before it applauded.

Lin stood.

She stood at her small chair on Reyes's left. She picked up the pen. She walked, in her small even way, to the third signature block. She bent over the compact.

She signed.

She signed Lin Hendricks, Watch Chair in the small even synthetic-script she had been using for two months at the records desk at the workshops. She dated it. She set the pen down on the compact.

She didn't, in the small specific moment, sit down. She remained standing.

She said:

"The Watch, in this compact, is the formalized protocol of the catalog. The Watch will be chaired in Haven by me, and at Bend by Neela Vasari, and the chairs will meet quarterly. The Watch will exchange its catalog at every quarterly meeting. The Watch will respond, in the name of the network, to any communication from the disturbance that exceeds the threshold of harm. The disturbance has — for nine months — chosen politeness. The Watch has — for nine months — chosen attention. The two postures will continue."

She drew a breath.

"The Watch is now, by this signature, the network's Watch. I sign as the founding chair."

She sat.

The hall didn't yet applaud.

Reyes looked at the south wall.

The Flagstaff delegation — three people in the small careful dress of the new settlements: Hassan Velasquez, the council chair, in a small clean gray jacket, and his two companions, a woman named Edith Yoon (records officer) and a man named Ezekiel Park (intake officer) — stood at their chairs.

Hassan Velasquez stepped to the small clear path between the chairs and the long table.

He said:

"Madam Chair."

"Hassan."

"Flagstaff petitions."

"On what."

"On joining the compact, by signature on this page, tonight."

The hall — for the small specific moment of the petition — let out the small involuntary breath of a hall that had been hoping for what it had just heard. Reyes filed the breath. Reyes had — at the small private breakfast meeting — been told by Connie, who had been told by Aña, that Flagstaff might petition at the ceremony rather than at a later session. Reyes had spent the morning thinking about whether to say yes or to ask for the formal compact period.

She said:

"The compact's terms — paper-redundancy adopted as settlement law, the Watch instituted, quarterly exchanges accepted, mutual aid agreed — are acceptable to Flagstaff."

"Yes."

"In full."

"In full."

"By the formal authority of your council."

"By the formal authority of our council, voted on the seventeenth of August."

"Edith Yoon — your records officer — has reviewed the compact?"

"Yes. We received the draft from Lara Nicoleva on the twenty-second of August by overland courier, and the council reviewed it at our session on the twenty-ninth. We voted to accept on the thirtieth."

"All right."

She thought — for the small specific moment a chair thought before a small large decision — about the small careful weight of the compact's third signature block, and about whether the founders' instinct, at the small private breakfast, that two settlements were enough for the ceremony's first formal sealing was the right instinct, or whether the small specific moment of having three settlements at the table was the moment the small careful thing began to be what it was going to be.

She decided.

She said:

"Hassan."

"Yes."

"The compact accepts Flagstaff's petition. Sign at the third block."

The hall — at the decision — drew breath. It still didn't applaud. The hall had been trained, for three years, to wait until the small specific civic action was complete before it allowed itself the small loud release.

Hassan walked to the table.

He took the pen.

He signed.

He signed Hassan Velasquez, Council Chair, Flagstaff Settlement in the small careful Mediterranean hand he had been using since 2031. He dated it. He set the pen down.

He looked at Reyes.

He said:

"Thank you."

"You are welcome."

Reyes turned to the south wall.

The Spokane delegation — also three people: a woman named Marta Brennan, council chair, with her two companions, a former county auditor named Pavel Zorich and a young man named Dami Iyer who was Spokane's gate-keeper — stood at their chairs.

Marta Brennan stepped to the small clear path.

She said:

"Madam Chair."

"Marta."

"Spokane petitions."

"On what."

"On joining the compact, by signature on this page, tonight."

The hall — at the second petition, in the small specific moment of having watched the first one accepted — went, for one whole second, fully still.

Reyes drew a breath.

She thought about the small specific moment in which the small careful work of three years became the small institutional foundation for something larger than Haven. She thought about Aña Marquez at the small private breakfast in May, telling Connie that Bend wished to adopt Haven's protocols. She thought about Lin at Tim and Lara's long table on the morning after the second apologetic entry, saying we'll see who tires first. She thought about Tim, on the morning of the council session in December, walking the wheatfield in the small dawn and choosing, on the path back, to address the council on the disturbance.

She thought about the small specific now.

She said:

"Marta."

"Yes."

"The compact's terms — accepted by Spokane in full?"

"In full."

"By the formal authority of your council?"

"By the formal authority of our council, voted on the eleventh of August. We've, as well, brought a small specific request: that the quarterly meeting schedule be staggered so that no two settlements' chairs travel to a single gathering at the same season. Spokane's winters are long. We'd prefer the late-summer meetings."

"That request is acceptable. The Watch chairs will, at their first quarterly meeting in November, settle the schedule among themselves."

"All right."

"Sign at the fourth block."

Marta walked to the table.

She took the pen.

She signed Marta Brennan, Council Chair, Spokane Settlement in the small clean Cascadia hand she had developed since the founding of Spokane in 2044. She dated it. She set the pen down.

She looked at Reyes.

She said:

"Thank you."

"You are welcome."

The compact had four signatures.

Reyes looked at the page.

The page — Lara's small careful rectangle, with the four small signature blocks at the bottom edge — was full. The third and fourth blocks, which had been left blank in the August drafting in the small specific anticipation that any future signatory would have room to add itself, had now been filled at the same ceremony at which they had been laid open.

Reyes drew a breath.

She said, looking up at the hall:

"By the four signatures on this compact — Haven, Bend, Flagstaff, Spokane — the inter-settlement compact is, as of this moment, in force across four member settlements. The Watch has, as of this moment, four member settlements. The paper-redundancy law has, as of this moment, four jurisdictions. The compact is open to any settlement that wishes, at any future ceremony, to join."

The hall — for the small specific moment of the announcement — released the small loud breath it had been holding for an hour.

The hall applauded.

The hall applauded for forty-one seconds. Reyes, who had — across thirteen years of leadership — made a small private practice of clocking applause, filed it at forty-one. The forty-one seconds were the loudest forty-one seconds Reyes had heard at any council meeting in Haven's three-year history.

She let it run.

When the applause settled, she said:

"Adjourned. The dining hall is open. The kitchen has been preparing a meal for the four delegations and the founders' table for two days. The fiddle-and-string ensemble will play at seven. Settlement members are welcome at the long table in the dining hall as space permits. The compact will be displayed at the records-desk wall in the Long Hall annex tomorrow morning, where it will remain for any settlement member who wishes to view it."

The settlement broke for the dining hall.

Reyes folded the compact carefully.

She handed it to Lara.

Lara — who had been sitting at the small chair to her right with Jeffrey asleep in the wrap on her chest and Melissa at the small chair next to her — took the compact in her small careful records-officer's hands, and laid it in the small archival folder she had brought to the ceremony for the purpose, and tucked the folder into the workshop bag at her elbow.

"Lara."

"Yes."

"The compact is the compact."

"The compact is the compact."

"All right."

Reyes stood.

She walked out of the Long Hall in the small slow stream of the settlement, with Marisol on her right and Lara on her left and Tim and Lin and Henry and Connie and Jake and Maya in the small even cluster of the founders' eight behind them, and with the four delegations distributed in the small specific careful way Connie had been distributing visitor parties in three years' worth of arrivals.

The September evening was warm.

The dining hall had been decorated by the school children on Wednesday, in the small careful way Maya's class had been decorating the dining hall for ceremonial events since the first wedding in 2045. There were small wreaths of late-summer wheat at the four corners of the room. There was a small banner Maya's third-year class had painted, which read, in the small careful primary-color lettering of Maya's pedagogy: the compact is a gift to the future.

Reyes filed the banner.

She sat at the long table at the small chair Marisol had been laying her place at for thirteen years.

Marisol sat beside her.

The hall began to fill. The four delegations were seated, by Connie's small careful arrangement, at the long table in alternating chairs with Haven settlement members, so that the small specific civic principle of the inter-settlement compact — we sit at the same table — would be visible in the seating itself.

The fiddle-and-string ensemble took its place at the small dais by the south wall.

Carolina Younger — fifteen now, taller than Reyes by an inch and a half, in the small dark blue dress she had worn at Tim and Lara's wedding in May — picked up her violin.

The ensemble played.

They played — by the small careful selection Carolina had made with Maya in August — a small set of four pieces: an Arvo Pärt piece in the small slow style Carolina had been teaching herself; a small American folk piece from the eastern Appalachians; a Bend-composed piece by the viola player from Pendleton; and a small Spanish-language hymn Marisol had taught Carolina in June for the small specific occasion.

Reyes listened.

She watched the four delegations listen.

Hassan Velasquez of Flagstaff sat next to Lin. Lin had been answering his small careful questions about the catalog conventions in the small even way she had been answering Neela's small careful questions in May. Hassan filed each answer in a small leather-bound notebook he had brought to the dinner.

Marta Brennan of Spokane sat next to Connie. Connie was telling her about the gate. Marta's gate-keeper, Dami Iyer, sat across from them and listened. Marta filed each answer.

Neela sat next to Reyes.

Neela leaned over, after the third piece, and said quietly:

"Carolina."

"Yes."

"Four signatures on the compact in one ceremony. We hadn't thought it would happen this fast."

"I hadn't thought so either. I had thought — at the breakfast meeting — that two would be the ceremony's full ambition, and that Flagstaff and Spokane would sign at separate later ceremonies."

"Did the founders discuss it."

"At the breakfast. Tim recommended that we accept any petition tonight that came with full-council authority. Connie agreed. Lin agreed. The Watch — by Lin's chair's prerogative — agreed. The decision was Haven's collective. I made the call from the chair."

"All right."

"The compact will outlast us, Neela."

"I know."

"You'll, at Bend, hold the second corner of it."

"I'll."

"All right."

Neela leaned back.

The fourth piece — the small Spanish hymn Marisol had taught Carolina — began. Marisol, beside Reyes, listened with her hand at the small specific position on the table she put it in when she was about to cry quietly. She didn't cry. She listened. The hymn ran for four minutes and twenty seconds. The hall, by the small specific civic discipline it had been learning for three years, listened in the small even quiet of a settlement that had decided to let its own children sing to it.

The hymn ended.

The hall applauded.

Carolina, from the dais, smiled and bowed in the small fifteen-year-old way she had been bowing for two years' worth of small public performances.

The hall ate.

The meal had been prepared by the kitchen — by Birgit Holstrom, who had run the kitchen for two years; by Marisol, who had supervised the small dessert; by Maya's third-year class, who had made the small loaves; by the apprentice cooks Vasiliki had been training since spring. The meal was the small careful late-summer feast: roast venison from the August hunt; potatoes from the second cohort's vegetable garden; bread from the third harvest's first wheat; a small specific tomato salad from Greenhouse Three with the small basil Marisol had been growing in the small earthenware pots along the south windows of the kitchen; and, for dessert, a small cardinal cake — three small layers of yellow cake with the small specific red-glazed sugar cardinal Marisol had molded for the ceremony at the kiln on Tuesday.

Reyes ate.

She ate the way she had been eating at Haven for three years, which was carefully, with attention, in the small specific company of the people she had been eating with for thirteen.

After the meal, the four delegations and the founders' eight retired to the small council room behind the Long Hall — which had, since June, been the small specific room where the founders met after public sessions for the small careful informal exchanges that didn't require the long table.

They sat at the small round table.

Reyes — at the small chair she had been sitting at since the room was finished — said:

"Welcome."

The four delegations and the founders' eight settled.

There were sixteen at the small round table. Reyes filed the count.

She said:

"This is the small private session of the four chairs and the founders. We'll exchange, in this room, the small careful information that didn't belong in the formal session. We'll, at this table, set the foundation for the next four years of inter-settlement work. The Watch chairs will, between them, settle the November quarterly meeting's location and agenda. The records officers will, between them, set the catalog-exchange conventions. The gate-keepers will, between them, set the visitor-protocol conventions. The intake officers will, between them, set the discontinuation-search exchange. The four council chairs will, between us, set the question of whether the inter-settlement Watch needs a network-level coordinator beyond the four chairs."

The sixteen — including Reyes, at the chair — accepted the agenda with the small even nods of a working session that had been carefully prepared.

They began.

The Watch chairs — Lin, Neela, Edith Yoon (Flagstaff, who had been carrying Flagstaff's small notebook for three months in the small careful way Lin had taught Neela in May), and Pavel Zorich (Spokane, the former county auditor, who had been keeping Spokane's catalog since June) — drew, between them, the first small list of the network's collective catalog. Lin read out Haven's count: one hundred and forty-three logged instances since August twenty-sixth, 2046; three direct apologetic entries; zero escalations to harm. Neela read out Bend's: eighty-one instances since November; one direct apologetic entry, on the twentieth of June, written in Neela's notebook, response delivered the same day. Edith read out Flagstaff's: thirty-six instances since June; zero direct entries; zero escalations. Pavel read out Spokane's: twenty-two instances since June; zero direct entries; zero escalations.

Reyes filed each count.

The Watch chairs — Lin presiding by the seniority of having held the first catalog longest — settled, in twenty-three minutes of small careful exchange, the small specific catalog conventions: each settlement would log under the same column headings (date, observer, instance, secondary witness, paper-redundancy check); the catalogs would be exchanged at quarterly meetings in physical form; the chairs would, at each quarterly, do a small specific cross-correlation of cluster-night data against Henry's orbital handshake records to see whether the disturbance was — by the small clean inference Henry had been refining for a year — operating at the same temporal cadence across all four settlements or at small specific local cadences.

Lin proposed that, beginning at the November quarterly, Henry's orbital data be circulated to all four settlements in advance.

The Watch chairs agreed.

Henry — at the small chair beside Connie — nodded.

The records officers — Lara, Luis Reyes-Salinas (Bend), Edith Yoon doubling at Flagstaff because Flagstaff hadn't yet split records and intake into separate offices, and Pavel doubling at Spokane for the same reason — settled, in fifteen minutes, the catalog-exchange conventions: paper-only physical records, exchanged in three identical archival binders; sealed envelopes for any small private records the settlements wished not to share fully but to disclose existed; the small specific quarterly index that Lara would, by her standing instruction at Haven, maintain as the master record for the network.

The gate-keepers — Connie, Aña Marquez (Bend), Ezekiel Park (Flagstaff), and Dami Iyer (Spokane) — settled, in eighteen minutes, the visitor-protocol conventions: the small specific intake form Connie had been refining since 2044 would be the network's standard; the small specific arrival sequence Connie had taught Aña in June would be the network's standard; the gate-keepers would, between them, run a small specific apprenticeship rotation in which, twice a year, a gate-keeper from one settlement would walk the gate at another settlement for a week.

The intake officers — Aña Marquez doubling for Connie at the table because Connie was the gate-keeper-and-intake at Haven, Luis doubling at Bend, Edith doubling at Flagstaff, Pavel doubling at Spokane — settled, in fourteen minutes, the discontinuation-search exchange: each settlement would, at the quarterly, exchange its current list of discontinuation-search inquiries; the network would maintain a single composite list, hosted by Connie at Haven, of every name any settlement had been asked about; the network wouldn't pretend to find people; the network would only commit to having looked.

The four council chairs — Reyes, Neela, Hassan, Marta — turned, finally, to the question of whether the network needed a coordinator beyond the four chairs.

The four chairs spoke.

Reyes said: the network doesn't yet need a coordinator. The Watch chairs and the records officers and the gate-keepers, in their small specific exchanges, will hold the network. The four council chairs will, by quarterly correspondence, hold the four settlements together. We don't yet need a fifth body.

Neela said: I agree. By 2050, perhaps. Not yet.

Hassan said: I agree. The first four years should be the four chairs' years. After four years, if the network is large enough, we'll see.

Marta said: I agree.

The four chairs — by the small civic instinct of four people who had been council chairs in small settlements for three years' worth of practice — agreed not to invent a fifth office.

The small private session closed at nine fifty-three.

The four delegations went, with Connie's small careful escort, to the visitor cabins. The founders' eight stayed at the small round table.

They sat for a moment.

Tim said:

"Carolina."

"Tim."

"Four signatures."

"Four signatures."

"Lin."

"Yes."

"How does the catalog change."

Lin thought.

"It doesn't change," she said, after the small careful moment. "The catalog is the catalog. The catalog is now four catalogs. The four catalogs are correlated. The disturbance — by the small specific arithmetic of being observed by four settlements rather than one — is now observed at four times the cross-checking rate. The disturbance has, since the lip-stone gesture in May, declared itself to be a presence rather than only an architecture. The presence will, by the November quarterly, see itself observed across the network. The presence will, in seeing itself observed across the network, learn that it has multiplied its small specific audience by four. The presence will, by my small careful inference, continue. The presence won't, by my small careful inference, escalate to harm — yet."

"Yet."

"Yet."

"Henry."

"Yes."

"The orbital data."

"Will be circulated. By the second week of October. To all four settlements. Lin will, at the November quarterly, run the cross-correlation."

"All right."

He drew a breath.

He looked, for a long quiet moment, at the small round table in the small council room at the back of the Long Hall, with the seven other founders at the chairs and the small late-summer warmth at the open window and the small distant sound of the dining hall still in the small slow process of clearing up.

He said:

"It's — "

He didn't finish.

Marisol said, finally:

"It's what we did the war for."

"It's what we did the war for."

"All right."

The eight sat for another minute.

Reyes said, finally:

"Adjourned."

The eight stood.

They walked, in the small even cluster they walked in after every founders' meeting now, out through the dining hall and the Long Hall's south door and into the small clear September night.

The settlement was — at ten-fifteen — still slowly going home. The dining hall lamps were still on. The small loose conversational clusters of settlement members and visitor-delegation members were still standing on the small grass between the Long Hall and the dining hall in the small late warmth.

The cardinal — somewhere in the small dark of the night, on the porch rail of the kiln-shed — made the small low chip call he made on warm clear nights.

Connie heard it.

"He is at the gathering."

"He is at the gathering," Reyes said.

"He has been at every gathering."

"He has been at every gathering."

"All right."

The eight separated at the small fork in the path. Tim and Lara walked east toward their house, with Melissa asleep on Tim's shoulder and Jeffrey asleep on Lara's chest. Reyes and Marisol walked south. Henry and Connie walked west. Lin and Jake walked north.

Lin walked home with the workshop bag at her elbow and the green-linen notebook in the canvas pouch and the small specific weight of an evening at which the small careful work of three years had become the small institutional foundation of a four-settlement network.

She walked.

She walked the small path past the orchard.

She walked into her small kitchen at ten thirty-four.

She set the workshop bag on the chair by the door.

She took out the canvas pouch.

She took out the notebook.

She set the notebook on the kitchen table.

She uncapped the Pelikan.

She wrote:

4 September 2047. Compact ceremony, Long Hall. Four signatures: Haven, Bend, Flagstaff, Spokane. Watch is now four settlements. Catalog conventions agreed; quarterly schedule set for November; orbital-data circulation agreed by Henry. The presence hasn't yet been informed. The presence will see itself observed at four times the prior rate by the November quarterly, when the cross-correlation will run for the first time across all four settlements' catalogs. The Watch isn't alone. Whatever moves the small things — it will know that we've multiplied.

She paused.

She reread it.

She underlined we've multiplied.

She set the pen down.

She closed the notebook.

She placed it on the kitchen table.

Jake came in from the back porch.

"Lin."

"Jake."

"Done."

"Done."

"You wrote."

"I wrote."

"All right."

He went to the kitchen sink. He filled two cups of water. He brought them to the table. He sat at the chair across from her.

They sat.

The cardinal — through the small open back door, on the porch rail of the small back porch — made the small low chip call again.

Lin filed it.

Jake filed it.

The notebook sat on the kitchen table.

The four signatures — Reyes, Neela, Hassan, Marta — were, by the small specific civic act of an evening, the four signatures.

The night went on.
