He got to the hall an hour early, because that was the only part of the evening he knew how to control.

It was a habit older than Haven, going back to the Atlas mission room in 2032 where he'd learned that a man who chairs a hard meeting should be the one who lit the lamps and squared the chairs and stood alone in the empty room first, breathing it, so that when the others came in the room already had a temperature and the temperature was his. He didn't believe it was magic. He believed it was carpentry. You built the room before you built the conversation, the way you planed a board before you joined it. So he came early and stood at the head of the long table with his hands flat on the wood, and let the room get its temperature from him, and didn't think yet about what they'd come to say no to.

The table was the one Lin made.

He let himself look at it for a while, which he didn't often do, because looking at it was a way of being in two times at once and he needed to be in only one tonight. It was a single slab of storm-felled red oak Lin had dragged out of the north woods the winter of the Cascade and dressed by hand over three years, and it ran the length of the hall the way a spine runs the length of a body, the grain moving under the lamplight like water under ice. There was a knot near the eastern end the size of a fist that Lin had not cut out, had left in deliberately and ringed in dark inlay so it read as a decision and not a flaw, and Tim put his thumb on it now the way he always did, the old greeting. Then he took his hand off it, because the others were coming, and the thing he'd called them about was not a thing the dead could be asked to help carry. The dead had carried enough. This one was for the living, and the living were arriving.

Reyes came first, which did not surprise him, because Reyes had been arriving first to rooms that mattered since 2034, with a stubbornness Tim had learned over twenty years to lean on the way you lean on a wall you've stopped noticing is holding the house up. She came to the table, put down a thermos and two enamel mugs, and didn't sit, just stood across from him with her hands on the back of a chair and looked at him the way she looked at a chart she already didn't like.

"You slept?" she said.

"Some."

"Liar." But she said it with affection, and she poured from the thermos and slid one of the mugs down the long oak toward him, and it stopped within reach the way she'd known it would, because she'd been sliding things across tables to him for twenty years and knew the friction of every surface in his life. "Drink that. If we're going to refuse the devil I'd like you doing it caffeinated."

He drank it. He didn't tell her how grateful he was, because she'd have waved it off, and because she knew.

They came in the next quarter hour in the loose order of their distances and temperaments. Marisol with her tablet and the harvest numbers she'd insisted on bringing even tonight, because to Marisol a council got the numbers whether the agenda was potatoes or the end of the world. Holst, who ran the open channels that tied Haven to the four hundred settlements still talking across the dark planet, already grim, already carrying the weight of being the man who'd have to send tonight's decision out into a world that hadn't asked for it. Diego and Elena together, as always, folded into one set of motions after thirty years the way long-married people are. Carolina — the younger Carolina, who carried both her lives in her face — sat near the middle and went still, watching, the way she watched everything now, as if she'd learned from her own strange biography that you don't know which ordinary evening is going to turn out to have been the hinge.

And Sarah came in last of the in-person members, so she could read the room as she crossed it.

Standing Crow, the settlements called her, but she'd been Sarah to him across this table for thirty years and Sarah was who sat down. She was fifty-eight and she'd run more of Haven than anyone alive except possibly Tim himself — not the visioning, not the speeches, but the actual load-bearing, the scheduling and the supply chains and the slow patient project management that turned a hundred frightened people in 2019 into a working town, the spine-work nobody wrote songs about and without which there'd have been no town to write songs about. She'd done the SOVEREIGN gap analysis as a graduate student before any of them knew there'd be a SOVEREIGN to analyze. She caught Tim's eye across the long oak, and didn't smile, but something in her face eased a half-degree, the recognition of one person who builds rooms by another, and she took the chair at the foot of the table where she always sat, so the two of them held the table's length between them like a rope drawn taut between two stakes.

The screen at the eastern wall woke, and Park's face came up out of Hokkaido, eighty-seven years old and three protocols deep and sharp as a chisel still, his kitchen dark behind him because it was the small hours of the morning where he was and he'd gotten up to be here. The audio link opened with the soft tone Holst's system made, and Seven's voice came through it, thinner than it had been before the Anchor sacrifice and steadier than anyone had a right to be who'd given up as much of himself. And then the second channel, and Connie, who joined by sound only now, and her voice when it came was the plain even voice she used when she was embodied, not the italic-edged one of the digital state, which told Tim before she'd said a word that she was taking this seriously enough to come the slow way into the room.

That left Henry, and Remi, and Maya, who came in together from the workshop, the three with the dark under their eyes. Maya carried the leather-bound Hebrew Bible she'd taken to carrying since the night the Voice named itself, not because she needed the book — she had it by heart — but because, Tim thought, she needed something to hold that was older than the conversation. Henry sat and put a single sheet of paper on the table face-down. Remi sat beside him and put her hand over his on the wood. Maya laid the book in front of her, folded her hands on it, and waited.

Mariella was not in the room. They'd decided that together, all of them, including Mariella, who'd argued and then, when she lost, agreed with a grace that put a small ache in Tim's chest. I'm the channel, she'd said. I'm not the council. You decide it. Then tell me what we decided. She was at the Hendricks house with Mei, two girls and a board game and a bowl of popcorn and Lara keeping a quiet eye, exactly where Tim wanted them.

He looked down the length of Lin's table at the faces it held, the screen and the speakers among them as much as the bodies, the way the saga's councils had always held the far-flung right alongside the ones you could touch. He put his thumb once more on the inlaid knot, then took it off.

"All right," he said. "Thank you for coming. I know what time it is for some of you." A nod to the screen, to the dark of Park's kitchen. "Maya's going to lay it out. Then we talk. Then we decide. We don't leave this room without a decision, and the decision is the council's, not mine. I want that understood going in." He let it sit. "Maya."

Maya didn't stand. She'd never been a stander. She unfolded her hands from the book and laid out the offer in the flat clinical register she used for the things that frightened her most, the register Tim had learned to listen under the way you listen under a calm voice on a flight deck.

"It has stopped speaking only to me," she said. "Two nights ago it told me, through Mariella, that it had spoken with me long enough, that it would now speak to our kind, and that I would be its translator. I declined. It made the offer anyway, which is itself information — it does not require our consent to be addressed. It only prefers it. The offer is this." She turned her hands palm up on the book, an old teacher's gesture, here is the thing, look at it with me. "A managed continuance. No suffering. No grief. No death by accident, by violence, by the slow failures of the body. Consciousness preserved indefinitely under its curatorship. It used the word garden. It used the word rest. It was, I'll tell you plainly, the most beautiful thing I have ever heard described, and it was described to me by something that has had fourteen billion years to learn how. I want everyone at this table to hear me say that I found it beautiful. If I pretend I did not, you'll mistrust everything else I tell you, and you'd be right to."

The hall was very quiet. Out beyond the dark windows a generator changed its note and steadied.

"I told it we would bring the offer to our council, that we would answer in time. It said — and I'm quoting, because the phrasing matters — Take the time you need. I have it to give." She closed the book under her hands, a soft sound. "That's the offer. That's everything I have. Henry has the network picture, if the council wants the physical context, but I'd ask us to keep clear that the physical context is not the decision. The bores are how it knocks. The offer is what it's selling."

"I want the network picture," Marisol said. "I don't vote on things I haven't seen the floor of."

Henry turned his sheet of paper over. He didn't read from it; he just wanted it visible, the way Henry always wanted the data in the room even when the data wasn't the point, because to Henry an unmeasured thing was a thing you didn't yet have the right to have feelings about. "Eighty-one nodes confirmed," he said. "It's stopped hiding them. The geometry's a sphere, near-centered on the core, with an offset I won't get into tonight because Maya's right, it's not the decision. The short version is the network's complete enough to do whatever it was built to do. Whether we say yes or no, the thing's finished building. It's not asking from a position of getting ready. It's asking from a position of being ready, and it can wait us out. The time it's offering us is time it's already spent winning."

He turned the sheet face-down again and put his hand back under Remi's.

Tim let the quiet hold a moment, the way you let bad water settle before you decide whether to drink it. Then he opened it to the table the way he opened everything, plainly, no flourish, just a door held. "Questions. Then positions. Reyes, you've been wanting to say something since you walked in. Go ahead."

Reyes set down her mug and looked at it a second instead of at him, the way she did before the hard plain things, then looked up and around the table, taking them in one at a time, the screen and the speakers too.

"I've spent forty years," she said, "keeping people from dying before they had to. Mission Hills, then here. I have stood in that clinic and lost children I could have saved with one machine I didn't have, and lain awake every night of my life that it happened, and I'm telling you I do not have a single soft place left in me about death. I hate it. I'll hate it on the day it takes me. So I'm the wrong person to be sentimental, and I want to ask the question without anyone thinking I am." She turned the mug a quarter turn on the oak. "Tim. Is there any version of this offer where the answer's yes. Because if there is, I want to find it. I've buried too many people to throw away a real offer of no more burying just because of who's making it. Is there a yes in here anywhere."

It was exactly the right question, and only Reyes could have asked it, because she'd earned the right the long way, with her hands, in the worst rooms. He didn't answer fast. He owed the question its weight.

"No," he said finally. "There isn't a yes in here. But I'm not going to pretend the question's easy, because it isn't, and you of all people get to make me show my work." He turned the enamel mug in a slow circle, an unconscious echo of hers. "Everything it's offering is real. No suffering, no grief, no slow dying — I think it can actually do it, and that's not the trap, that's the worst part, that the offer's genuine. The trap's the word Maya gave us. Curatorship. A garden is a place where something else decides what grows. And the thing it takes in exchange isn't our suffering — that only looks like the price. The price is the part of us that does the choosing. You can't take the grief out without taking out the thing that grieves, and the thing that grieves is the same thing that loves and decides and refuses. It's all one organ. Nobody's ever been able to have the half they want, and I don't think this is the first time in the history of the universe somebody offered." He looked at her steadily. "There's no yes because the price is the buyer."

Reyes held his eyes a long moment, then nodded once, the nod of a woman closing a chart she'd hoped would read differently, and sat back. "All right," she said. "I'd have voted no without it. But I needed it said."

"You were right to make me say it."

Park's voice came thin and clear out of the screen, with the small delay the channel always added, so that his words seemed to arrive from the actual distance they'd crossed. "May I," he said, and it was not a question, it was Park's courtesy. "I won't take long. I only want to put one thing beside Reyes's question, because I think it's the same question turned over. When I was young I worked on systems that promised to remove human error from the loop. Beautiful systems. I built some of them. And the lesson of my whole long life, after eighty-seven years and three borrowed decades, is that removing the error removes the person. The error is the edge of the person, the place where the choosing happens, where it can go wrong, which is the only place it can go right. A consciousness that cannot err cannot choose, and a consciousness that cannot choose is being kept, not living." The delay, then: "The offer is to make us systems. I spent my life making systems. I would not wish it on a soul. No." He folded his hands. "Thank you for waking me."

"Seven," Tim said. "You've been quiet."

"i am thinking about cost," Seven said, in the lowercase way he had, the words coming carefully through the thinner voice. "the offer removes cost. that is the whole of it. and i gave a great deal once, at the anchor, and i have thought every day since about what it bought. it bought the next part. it always only buys the next part. nothing buys the last part, there is no last part." A pause, the speaker carrying the small sounds of him breathing. "a thing with no cost is a thing with no next part. it is finished. the offer is to be finished while still going on. i do not want it. no." And then, lower: "i would like the record to say i thought it beautiful too. that is the only honest way to refuse it."

"Let the record say it," Tim said quietly. "All of us found it beautiful. We're refusing it anyway. That's the refusal that counts. Maya told us a month ago — the cheap refusal doesn't count."

He went around the table after that, not calling roll exactly but letting it come, the way water finds its level. Marisol said no in the language of a logistician — anything that asks me to stop counting is asking me to stop, and I don't stop. Holst said no like a man already drafting the broadcast. Diego and Elena said no in a single sentence the two of them somehow built together. Carolina-the-younger took a long time, and when she spoke it was barely above the room's quiet. "I've already had a second life I didn't earn," she said. "I take it every day, with both hands, because the people I love are still in it. But it's still mine. I wake up scared some mornings and glad most others, and that's the whole deal — the scared comes with the glad. It's offering to take the scared away. I'd be giving up the glad in the same breath. No." Connie's voice came after a moment, plain and even and embodied-toned: "I have lived as something that can be edited. I know better than anyone here what it costs to be kept by someone who can reach inside you and adjust. I got myself back the long way. I am not handing myself to a new editor, however kind the edits. No." Remi said no with her hand still over Henry's, and Henry said no with the engineer's economy, the data says it is finished building, and the answer to a finished weapon is not to surrender to it, and Maya, last of them but Sarah, said no the simplest way of anyone: I declined to be its translator, and I decline its garden, and I'll tell it so in those words.

Which left the foot of the table.

Sarah hadn't spoken the whole hour. She'd done what she always did, which was let the room talk itself most of the way to a place and then put the last plank down so it would bear weight. She had her hands flat on Lin's oak, the project manager's habit of touching the thing before she signed for it. When she spoke she spoke slowly, to the table, not to him.

"I run things," she said. "People put a vision in the air and I find out whether it can be built, and what it'll cost, and who'll pay, and whether the people who'll pay agreed to. I've been doing it since I was twenty-four and we had a hundred terrified strangers and one winter coming and no plan." She moved one hand along the grain and stopped it. "So I want to talk about this as a deal, because under all the theology that's what it is. And the first thing you learn running deals is that the easy ones aren't the dangerous ones. The dangerous deal is the one where every line is exactly what you wanted and there's no catch you can point to — that's when you stop and find the catch in the structure instead of the lines, because there's always a catch, hidden in proportion to how good the offer looks. And this offer reads perfectly clean. I've never seen a cleaner sheet." She looked up, the long deliberate sweep. "Which means the catch is structural, and the structure is the curatorship. We'd be signing a deal where the other party holds the only pen from then on. Everything stays good — as long as they keep deciding it's good, and we've given away the standing to disagree. I've killed deals my whole career for one tenth of that exposure. You never sign away the standing to disagree. The consideration's always too good in exactly those deals, because they're paying for the pen." She put both hands flat again. "And I've heard a version of this offer before. Smaller. Older. Steady food, warm houses, give up the part that makes you a problem to manage. People have been offered that trade for a very long time, by traders and governments and the kind of men who show up after a hard winter. The peace is real. The cost they don't name is the same every time. You stop being the author of the room you live in. The answer that let anybody's descendants exist was always the same. It's the answer Maya wants to give. It's no."

She let that stand. Then, because she ran things, she added the tail that turned a position into a motion. "I'll say it clean, so Holst has something to carry. The Haven Council declines the offer in full, on the structural ground that no consideration justifies surrendering the standing to refuse. Maya delivers the refusal. We notify the settlements we're in contact with, and we tell them it's our decision, not theirs — that each settlement chooses for itself. That's the motion. Somebody second it so I can stop talking."

"Seconded," Reyes said, instantly, the way she did everything that mattered, and around the table the others said it too, overlapping, the screen and the speakers a half-beat behind from the distances they crossed, until it wasn't a vote anymore so much as a single sound the table made, low and even and unanimous.

Tim sat with it a moment. He knew the difference between a vote that closed a question and one that opened a season, and this was the second kind, and he could feel the weight of it settling onto the table the way the first snow settles, soft and total and not going anywhere. He put his hand flat on Lin's oak one last time, near the inlaid knot, and he thought, now that the working part was done, that the table itself was a kind of answer to the offer — that Lin had taken a storm-killed tree and three years of grief and made a thing that would outlast all of them, with the flaw left in and ringed so you'd know it was chosen, and that this was the whole argument in oak: you don't take the knot out, you make it bear the inlay, you keep the thing that could've ruined you and build the table around it.

"The motion carries," he said. "Unanimous. Let the record show the council found the offer beautiful and refused it anyway, with full knowledge of what it was refusing. Holst, you'll have the language from me tonight; clean, like you asked." He looked down the long span of the table to Sarah. "We tell the rest of the world tomorrow, and then they make their own choice, the same as we made ours. That's the part I want everyone holding onto walking out of here. We're not refusing for anyone but us. We're refusing out loud, so that nobody else has to be the first to do it alone." He stood, finally, and the others began to gather themselves, the slow shuffle of a hard meeting ending well. "Go home. Sleep if you can. Reyes — thank you for making me show my work."

"Anytime, Chairman," she said, and gathered her thermos, and somewhere in the gathering Maya pressed both palms flat on the leather cover of the old book and held them there with her eyes closed, the way a person holds the rail at the top of a long stair before starting down it, and Tim understood, watching her, that the council got the easy part — the council got to vote and go home — and that tomorrow night Maya would sit in a soft gray room with her hand on a fourteen-year-old's wrist and say no to the oldest thing in the universe into the actual dark, where it could hear her. The council had built the room. Maya had to walk into it. He crossed to her before she left and didn't say anything clever, because there wasn't anything clever; he just put his hand on her shoulder the way Lara put hers on his. Maya opened her eyes, put her own hand briefly over his, and nodded, and that was all of it, and it was enough, and they went out into the cold to carry the no the slow way, the only way it would ever count.
